ESOL Fee Remission Information Sheet
 
Learners Eligible for funding and remitted fees
for Further Education (FE) ESOL courses

The Learning and Skills Council (LSC) fund the English for Speakers of Other Languages (ESOL) tuition that is part of Further Education (FE) offered by Colleges.  From 1 August 2007, the LSC rules have changed.  For FE College ESOL you will need evidence that you meet residency rules AND are in receipt of income-based benefits. 

Residency Status

For LSC-funded ESOL, you may get fee remission if you are ONE of the following:
 
1        A person living legally in the UK for 3 years or given settled status in the last 3 years
        (settled status means Indefinite Leave to Enter or Remain (ILE/ILR), or Right of Abode,
        and/or British Citizenship)
2        A person married (or the civil partner) to a person with settled status for 1 year and
        resident in the UK for 1 year
3        An EU national, European Economic Association (EEA) migrant worker, or their spouse, civil
        partner, child or other family member who has lived in the EEA for 3 years
 
4        A Refugee with ILR, or their spouse, civil partner or child
 
5        A person who has Humanitarian protection (HP), Discretionary Leave (DL), Exceptional
        Leave to Enter or Remain (ELE/ELR) or their spouse, civil partner or child
6        An Asylum Seeker legally in the UK for 6 months with benefit support under the Immigration
        and Asylum Act 1999 (IAA 1999) 
7        A person refused asylum but granted support under Section 4 of the IAA 1999
 
8        A 16–18 year old Asylum Seeker, a 16-18 year old with Right of Abode, or a 16-18 year old
        accompanying parents with settled status

Income-based Benefits

AND in receipt of ONE of the following income-based benefits:
 
1        Income-or contribution-based Jobseekers Allowance for unemployed people
 
2        Council Tax Benefit
 
3        Housing Benefit
 
4        Income Support (or NASS/ASS or Section 4 support for Asylum Seekers)
 
5        Working Tax Credit (WTC) with a household income of less than £15,050
 
6        Pension Credits (Guarantee credit only)
 
7        Or be an unwaged dependant of someone in receipt of the above benefits
